Traffic control in Surrey

Surrey has one of the largest road networks in the region and an active permit process. If your work affects an arterial or collector, expect the City to want an accepted traffic management plan before it issues your permit.

InstrumentTraffic Obstruction Permit (TOP)
Issuing authorityCity of Surrey — Traffic Management Section
Typical processingTypically three to seven business days from a complete application.

A traffic management plan must be submitted to and accepted by the Traffic Management Section before the permit issues, where the obstruction affects an arterial or collector road, or where there is a significant obstruction such as a temporary full road closure on a local road. Minor obstructions on local roads — a bin or storage container in a parking area, for example — generally do not require a submitted plan.

02Local conditions

Working in Surrey

  • Plans must be site, segment or phase specific, with detailed site-specific drawings.
  • Designed in accordance with the Ministry of Transportation and Infrastructure’s Traffic Management Manual for Work on Roadways.
  • Most Surrey streets are municipal. Provincial highways passing through are MoTI’s, under a separate process.
  • The sequence is plan, then acceptance, then permit, then work. Each step has a queue.
